Thomas W.Dortch, Jr., who was the National President of CNAA, conceived and developed the proposal for the foundation. The members of CNAA recognized the need for alumni to move to the forefront of the effort to save black colleges and formed the NBCA Hall of Fame Foundation.

The organization formed its mission around assisting alumni associations and other organizations as they work together to ensure survival and stability of the nations Historically Black Colleges and Universities (HBCU).
